Cold-weather curing: what temperature and dew point require
Water-based paint forms its film by coalescence, the water leaving and the polymer particles fusing. Below about ten degrees that slows right down, and below five it essentially stops. Paint applied that cold never knits into a proper film; it stays soft and chalky and washes off in rain.
Dew point is the less obvious one. If the surface drops near dew point, moisture condenses on it, and paint over a damp or frosty surface will not stick. In a Melbourne winter, surfaces open to the night sky can sit below air temperature from radiative cooling, so checking surface temperature, not just air temperature, is the right practice.
Interior work has none of this as long as the room is ventilated, and bathrooms can actually paint well in winter when outdoor humidity is lower. The water still needs airflow to escape, but a heated home cures interior coats fine.
